What good will come from changing the circle rate for farmers?

In fact, the circle rate of land in UP is being changed by the Yogi Adityanath government. The change to the circle rate of land will help farmers the most. Once the changes are made, farmers will be able to get the right price for land when they buy it, as required by law. The government will also get more money at the same time. Aside from that, the real estate market will be strengthened, and the buying and selling of land will be open and clear. This is the main reason why the UP government is working hard to finish revising the circle rate of land in all the districts so that the state can continue to grow and improve. 

How do you figure out the lowest price for land?

The DM decides what the least valuable piece of land is. So, Rule 4 (1) of the Second Amendment Rules of Uttar Pradesh Stamp (Property Valuation)-2013 says that every year in August, the District Magistrate decides what the lowest value is per hectare or per square meter of agricultural and non-agricultural land in different parts of the district. The District Magistrate can also change the circle rate list in the middle of the year if they need to. In this case, the process of changing the circle rate of land has been finished in 37 districts across the state since January 1, 2024. 

There are changes being made in these areas right now.

Last week at the meeting of the Chief Secretary, it was decided that this process should be sped up. There are districts in Uttar Pradesh where the circle rate hasn't changed in years: Bulandshahr, Maharajganj, Kushinagar, Ayodhya, Etah, Ambedkar Nagar, Kasganj, Badaun, Jhansi, Muzaffarpur, Lalitpur, Sant Kabirnagar, Jalaun, Kaushambi, and Prayagraj. The process of revision will soon be over in all of these areas. Besides this, revisions are being made in a lot of districts right now, such as Shamli, Saharanpur, Aligarh, Hamirpur, Banda, Mirzapur, Agra, Sultanpur, Amethi, and Gautam Buddha Nagar.

How fast is a circle? 

Circle rate is the least amount of money that the government will let you pay for or sell land for. It is not possible to register land for less than this amount of money. The circle rate was very old in many parts of UP, so farmers couldn't get a good price for their land when they sold it. The circle price of land has been changed by the state government so that farmers can get a better price for their land. As you may know, stamp duty is a tax that is charged when you buy or sell land. This tax brings in money for the government. In this case, the government sets the circle rate for each place based on the land rate there. This way, land can't be bought or sold below this rate. 

What's the difference between market rate and circle rate?
 
The circle rate is the lowest price that the government sets for a piece of land. It gives you a good idea of how much that land is worth. But this rate is not nearly as high as the market rate. The market rate is always more than the circle rate. It is tried to keep the circle rate close to the real rate, but it is never the same as the real rate. Land is always worth more than this on the market. The builder sells you the flat at market value, which is a lot more than the circle value. The builder might lose a lot of money if he sells you a flat or land at the circle rate. The market rate is always higher than the circle rate in this case. Setting the circle rate is mostly done to stop people from not paying their taxes. The circle rate is the lowest price at which land can be bought or sold. It is not possible to register any land for less than the circle rate.
